GUIDE / STRAIGHT ANSWER
What should Google Ads conversion tracking include?
Track the actions that can become business: connected calls, valid forms, bookings, purchases and—where possible—qualified or won outcomes.

The useful answer
Create a clear measurement map before configuring tags. Make only genuine business goals primary for bidding, test every route, prevent duplicate counts and record consent requirements. Keep softer actions available for diagnosis without teaching bidding to chase them as customers.
What to check first
The right decision depends on a few commercial facts. Work through these before changing budget or buying another service.
- ✓Primary and secondary goals defined
- ✓Forms count only after confirmed success
- ✓Calls use a meaningful quality signal
- ✓Duplicate firing tested
- ✓Qualified or converted leads can be returned
Write the measurement map first
List each real customer route and the evidence available: connected phone call, successful form response, booking confirmation, purchase, qualified opportunity and won sale. Decide which are final business outcomes and which are supporting behaviours.
Use primary goals carefully
Google’s bidding uses the conversions selected for optimisation. A page view, scroll or button click should not normally compete with a genuine lead as if they were equal. Keep useful micro-actions secondary unless the campaign has a deliberate reason to optimise for them.
- ✓Primary: meaningful lead or sale
- ✓Secondary: diagnostic behaviour
- ✓Consistent counting method
- ✓Appropriate value where known
Test the complete route
Submit each form, complete each booking path and test phone tracking using the documented setup. Confirm one real action produces the intended count once. Check failure messages, thank-you states, cross-domain journeys and consent behaviour.
Audit after website changes
Forms, tag containers, consent platforms and booking tools change. Re-test after releases and monitor diagnostic warnings or sudden discontinuities. A campaign cannot optimise sensibly if the measurement layer silently breaks.
What I would check in your account
If you share what the business sells, where customers are and what is not working, I can inspect the actual route from search to enquiry and tell you the first thing I would improve. If there is no sensible paid-search opportunity, I will say so.

Common questions
Short, honest answers.
Should a phone-button click be a primary conversion?+
It may be useful when no better call evidence exists, but a connected call with a suitable duration or qualified outcome is a stronger signal.
Should page views count as conversions?+
Normally no for a lead-generation campaign. They can remain diagnostic events without being primary bidding goals.
How often should tracking be tested?+
At launch, after relevant website or tag changes, and periodically thereafter. Sudden changes in conversion rate should trigger a tracking check.
